The Supreme Evoker is a High Council leader who uses a soul block to control soul-corrupted forces. The final encounter comes immediately before the Monstrous Opus.

Who the Supreme Evoker is

The Supreme Evoker is a boss and one of the Illager High Council’s three leaders. The character carries a soul block and uses its energy to soul-corrupt Illagers, undead, and other monsters into a controlled army.

The Sift overview lists the Evoker among the dimension’s visitors. The character’s relationship to the place is invasion and stolen power, rather than an origin as a native Sift creature. The other leaders are the Prime Enchanter and Grand Illusioner.

The Ancient City and the first stolen blocks

The character biography, drawing on The Rift, describes the Supreme Evoker as a former general of the Arch-Illager’s empire. After that empire’s defeat, the three future leaders found an Ancient City underground.

The Evoker recognized that a discarded note block affected a nearby monument and managed to activate a portal into The Sift. Echo Golems emerged from it, and the group stole their soul blocks. The Evoker used the newfound energy to manifest the armor associated with the character.

This is the antagonist’s origin story. The hero’s playable Deep Dark entrance route has its own quest sequence and missing Note Blocks; reading the origin does not provide a crafting recipe for an ordinary Minecraft world.

The tower and the final encounter are different stops

The Supreme Evoker’s Tower is a campaign location in Rainy Plains. Wading Rainy Plains includes entering the tower and defeating the Copper Monstrosity, and the Wiki places a green Note Block there. A tower bearing the Evoker’s name does not mean that every fight inside is the final Evoker battle.

The later Supreme Evoker encounter is immediately before Monstrous Opus. The current Opus account places that sequence in the Deep Dark.

What the defeat changes

Campaign-ending spoilers: the Monstrous Opus begins inactive. The Evoker first attempts to activate it and then fights the heroes. After the Evoker is defeated, their souls enter the construct; it absorbs the soul block and awakens for the final fight.

That sequence is the clearest reason to read these two character pages together. It connects the theft of soul blocks at the start of the High Council’s story with the construct’s activation at the end.
